Dr. Taimoon Stewart is a Consultant in International Trade and Competition Law and Policy with a PhD. in International Relations from the University of the West Indies (黑料社). She is an Honorary Research Fellow of the Sir Arthur Lewis Institute of Social and Economic Studies, Mona Campus, 黑料社. She currently teaches an elective in Competition Law in a Globalized Economy in the LLM programme in the Faculty of Law. She also an elective in Competition Law and International Trade in the MSc in International Trade Policy and Law, at the Shridath Ramphal Centre for Trade Policy and Law, both at the Cave Hill Campus of 黑料社. she has conducted many capacity building workshops in the region, funded by the European Union, together with leading international experts in the field of competition law. She has published widely in the discipline of competition law. Dr Stewart鈥檚 research focuses on the relevance for developing countries, and small islands states in particular, of laws developed in mature economies, and the need to tailor the laws to the economic realities in particular states. She has also published in the disciplines of international trade, intellectual property, and trade and environment issues.

Academic Profile

She was a Senior Fellow at SALISES until she retired in 2006. She currently teaches an elective in Trade Policy and Competition Law in the Masters programmes at the Shridath Ramphal Centre for International Trade Policy and Law, and an elective in Competition Law in a Global Economy in the LLM programme in the Faculty of Law at the on the Cave Hill Campus. She is currently developing a Post Graduate Programme in Competition Law and Consumer Protection Law to be delivered through e-learning to working professionals in the region.听

Projects

Past Projects: 2015-2017 Capacity Building in the area of Competition Law in CARIFORUM States to enable meeting the commitments in the Competition Chapter of the CARIFORUM-EU Economic Partnership Agreement. Lead Key Expert, both in the initial and final coordination of key experts in other areas of the Project (Customs and Trade Facilitation, and Public Procurement) and in the Competition law segment. The project covered all CARIFORUM States, targeting staff of competition commissions, senior public officials, and the Judiciary. The programme was designed at three levels of complexity:
- a general sensitization one day delivery for wider stakeholders;
- an intermediate technical level week long programme for practitioners delivered through 4 workshops in the region combining countries (35 hours of face to face training);
- targeted training of the Judiciary; and finally
- a semester long advanced post graduate course in competition law delivered on-line through the University of the West Indies.
Produced all the training and assessment materials for all level of courses, with content spanning the substance of competition law, with reference to national laws in the region and US and EU law, and using cases from the US, EU, South Africa and other developing countries, and local experiences. Curent trends in听 enforcement of competition law was included. Additionally, training in institutional building, and the importance of, and techniques of advocacy was covered.

Delivered all intermediate level training of public officials and staff of competition commissions

Post Graduate Course in the Economics of Competition Law: Designed training and assessment materials, developed the Moodle webpage, and uploaded all the documents. Collaborated听 with Professor Frederic Jenny (Chairman of the OECD Committee on Competition and former Supreme Court Judge in France)听 who undertook the training of the Judiciary and jointly delivered the advanced post graduate programme on the Economics of Competition Law.

Lead Key Expert: Conceptualized and designed a capacity building programme for officials of the Organization of Eastern Caribbean States and the Judiciary in the OECS (2016). Advanced training of officials in competition law and focus on practical application of competition law. Delivered along with Professors Frederic Jenny and Simon Roberts.

Conducted an empirical examination of competition Issues in six CARICOM countries (SALISES project) 2003-2004.
